feat: add BOSC decompression binary and enhance save state documentation

- A new binary `bosc-decompress` for decompressing BOSC save state files
- Enhanced documentation for save state formats in the `SaveStateFormat` enum
- A new method `bos()` in `BoscState` to access the underlying BOS state
- Updated Cargo.toml to include the new binary configuration
